Concepts
Residential care is defined in the Guidelines for the Alternative Care of Children (para 29 (c) iv) as: ‘care provided in any non-family-based group setting, such as places of safety for emergency care, transit centres in emergency situations, and all other short- and long-term residential care facilities, including group homes’. This should also include ‘orphanages’, and small group homes. ‘Non-family-based’ here means ‘not in the home of a family’. While in some small group homes the carer(s) may be almost permanently resident, this is not usually the carer’s home.
Computation Method
NYHQ will calculate the rate of children in residential care for each country using standard population estimates produced by the UN Population Division. The population estimate used for each country will be customized to match the reference year of the data.
Methods and guidance
Countries are requested to provide the number (not the rate) of children in residential care (total and by sex). Please specify what ages the data refer to as well as the reference year. Please also specify how the number was obtained (e.g., average number of children in residential care at a certain point during the year or number of children in residential care at the end of the year).
